InnoPart enables the creation of planning alternatives for large infrastructure measures using mCLOUD as well as updated, detailed (geo)-data and the provision of formalised expertise on internet-based systems as a tool for active citizen participation.
The aim is to enable the generic creation of planning tools that enable users to create their own routing variants of infrastructure structures within a client-server architecture and thus to break new ground in public participation. Planning knowledge as well as legal framework conditions (e.g. protection of nature conservation areas, compliance with (noise) immission limits) are formalised on the technical side and stored in a database (see Figure 1). By integrating this knowledge with the data of mCLOUD as well as new and updated data collected for specific use cases with server-side implemented analysis tools, an internet-based participation platform is developed using freely accessible web technologies. The planning proposals generated by the user can be reflected back to mCLOUD if required and thus be made available to the public not directly involved. In cooperation with representatives of the planning practice, the possible applications and effects of the tool are evaluated with the aim of integrating all those affected, environmental protection and process-related escalation avoidance.
In addition to the technical aspects of the planning tool, the user is always taken into account, as it is intended to be used by citizens as an active means of participation. The citizens should learn the tool in a playful way and be able to use it after a certain period of acclimatisation. Even interested laymen without engineering knowledge are to be accepted as users.
InnoPart is built up by a competent team from science (3 working groups from 2 institutes) and economy (2 SMEs) by integrating proven web and database technologies with methods of informatic, semantic modelling of activity processes and a UAV (flying robot) supported collection of detailed and current data. The Deutsche Bahn AG as well as the BUND/Friends of the Earth Germany are involved in an advisory board.
