The reproductive index (R) of COVID-19 was initially reported to be 2.4 - 3.3, meaning that one infected person infected 2.4 to 3.3 others. (For influenza: 1.4 - 1.6.) The reproduction number is currently estimated at R = 1.05 (95% prediction interval: 0.85 - 1.29) of the 7-day R-value = 1.00 (95% prediction interval: 0.88 - 1.13). RKI 14 June 2020.

A laboratory diagnosis should only be made when there are signs of disease. If you are healthy, but still in the incubation period (can be up to 14 days), a negative test for COVID-19 does not tell you if you can't get sick after all.
